1. What is the difference between a rule and a SAP?

A rule states “what” is expected. The standard administrative procedure tells you “how to” follow through with what is expected.

2. If there isn’t a rule or SAP, where do I check next for guidance?

Many times System policies and regulations will provide enough extensive guidance that TAMU will follow the guidance provided and not develop a rule or SAP. See System Policies and Regulations if a rule or SAP is not provided by TAMU.

3. If there isn’t a policy, regulation, rule or SAP posted on the System policy website or University rules website regarding a subject I am looking for, is it safe to assume no additional guidance exists on the matter?

No, there may still be written guidance provided in an internal procedure, distribution manual, or compliance plan. Contact University Risk and Compliance for assistance.

4. Who do I call when I need assistance finding a rule?

Contact Julie R. Kuder at University Risk and Compliance at 979-845-8116 and receive assistance in finding a rule or contact information for the appropriate division.

5. Who do I call if I have a question about a rule or SAP?

It is appropriate to contact the responsible office named on the respective rule or SAP.

6. How can I get a copy of a policy, regulation, rule or SAP?

All University rules and SAPs should be "print ready" on the Rules website. If you experience difficulties, please contact University Risk and Compliance at 979-845-8116.

7. Does a rule or SAP have to follow a System policy or regulation?

Yes, if a policy or regulation exists. If a policy or regulation related to the University rule content does not exist then it can stand alone as a rule or a SAP.

All rules and standard administrative procedures must be consistent with any System policies or regulations approved by the Chancellor or the Board of Regents related to the content of the University rule or SAP. Component rules are null and void to the extent they conflict with System policies, System regulations, or System administrative memoranda per System policy 01.01: Scope and Authority of Policies.

8. How often should a rule or SAP be updated?

At a minimum, every three years the content of a rule or SAP should be reviewed by the responsible office and updated if changes have occurred since the last revision.

9. How can my department or unit develop a University rule/SAP?

10. Is there a template available to assist in developing a rule or SAP?

Yes. A rules template is available.

11. What is the role of the University Risk and Compliance in the rule/SAP realm?

University Risk and Compliance coordinates the development, review, and approval for new and revised University rules and SAPs, communicates approved new and rules and SAPs to the University community, and provides University comments regarding new and revised draft System Policies and Regulations.

12. Can I submit a comment about a rule or SAP that has already been approved?

You can submit a comment about any policy posted on the rules website by emailing jkuder@tamu.edu. Minor changes, such as typos will be corrected as soon as possible. More significant changes will be discussed with the Responsible office for consideration in the next update made to the rule or SAP or sooner if appropriate.

13. Can I submit a suggestion or area in which there should be guidance provided in a rule or SAP?
